Do You Really Need New Public Safety Software or a Business Process Review?

By Sarah Perry, Director of Marketing, NPSG

“Why aren’t we getting the reporting we need? Why is our software harder to use than it should be? Why are we still waiting on functionality we were promised years ago?”

When an agency starts asking these questions about their Computer Aided Dispatch (CAD), Records Management System (LERMS & FRMS), Mobile Data System (MDS) and Jail Management System (JMS), the assumption is often that they need new public safety software. Sometimes that’s true. But in many cases, there’s a less costly solution.

Over time, staff turnover, changing operational needs, and vendor support challenges can create significant gaps between what an agency’s public safety software is capable of and how it is actually being used. As institutional knowledge fades, agencies often begin using less of their software while relying on workarounds and manual processes to get the job done. The systems that should be supporting officer, first responder and public safety end up inefficient and frustrating.

This is when agencies turn to National Public Safety Group (NPSG) for a Business Process Review (BPR).

What is an NPSG Business Process Review?

An NPSG Business Process Review is a comprehensive assessment of how well an agency is using its public safety software, including CAD, LERMS, FRMS, Mobile and JMS solutions. The review evaluates system utilization, training, vendor support, functionality, infrastructure, and contractual deliverables to identify gaps and opportunities for improvement.

The goal is to provide agencies with the data and documentation needed to maximize their existing investment, improve system use, reduce unnecessary costs, and make informed technology decisions.

While every agency is different, there are four BPR findings we see most often:

Finding #1: Training and Knowledge Gaps

One of the most common discoveries during a BPR is that the software isn’t always the problem.

When a new system is implemented, agencies typically establish a build team that becomes highly knowledgeable about the software. Over the years, as those employees retire, promote, transfer, or leave the agency, the expertise they developed leaves with them.

Five years after implementation, many agencies find themselves relying on on-the-job training and institutional memory rather than structured education. As a result, users only understand a fraction of the functionality available to them.

The Fix: A BPR identifies specific training deficiencies and documents where additional education is needed. More importantly, it provides agency leadership with objective evidence to justify ongoing training investments and create a sustainable knowledge transfer strategy.

Finding #2: Missing Functionality

Here, the culprit is the software. The software simply doesn’t deliver everything the agency was promised or the agency has outgrown their current system.

In some cases, critical interfaces, integrations, or conversions were never completed. In others, functionality demonstrated during the procurement process was placed “on the roadmap” but never delivered.

Sometimes the agency or the complexities they face in serving and protecting their community have grown significantly since implementation and the software that once met most needs feels barely usable.

The result is a system that falls short of expectations and forces users to create inefficient workarounds.

The Fix: A BPR evaluates current functionality against operational needs and contractual obligations. The review identifies gaps, documents deficiencies, and helps agencies determine whether vendor accountability, additional development, or future procurement efforts are necessary.

In many cases, agencies discover they are not receiving everything they paid for.

Finding #3: Infrastructure and Technology Risks

Sometimes the software is performing exactly as designed but the environment supporting it is not.

Outdated hardware, aging infrastructure, licensing inefficiencies, firmware deficiencies, unsupported equipment, and cloud readiness challenges can all impact system performance and reliability. Many agencies are also paying for licenses or third-party solutions that duplicate functionality they already own.

These issues often remain hidden until they create operational problems.

The Fix: An NPSG BPR includes assessments of infrastructure, licensing, and technology readiness to identify risks before they become major issues. This results in a clear picture of the agency’s current environment, opportunities to reduce unnecessary spending, and a roadmap for future technology investments based on best practices, rather than assumptions.

Finding #4: Vendor Support Challenges

Even when software has the features an agency needs, poor vendor support can make that functionality difficult to use effectively.

Agencies frequently report long-standing support tickets, delayed upgrades, unresolved defects, and constant struggles to obtain assistance. Important personnel can become consumed with managing vendor issues rather than focusing on their primary responsibilities.

For agencies that rely on this software every minute of every day, this can have significant impacts to public safety.

The Fix: A BPR evaluates the quality of vendor support and documents the impact it is having on agency operations. This helps leadership understand whether the issues are support-related, training-related, or a larger system deficiency. This leaves the agency with a factual foundation for improving vendor accountability or, when necessary, building a business case for replacing the software.

What a Business Process Review Really Delivers

Most agencies aren’t getting the full value from their public safety software. The challenge is that the root causes are rarely obvious. Additionally, agency personnel have a very important day job and evaluating software isn’t it.

That’s where NPSG can help. We remove the burden from the agency and perform the analysis, create the documentation, and do the objective assessment work needed to uncover root causes, identify opportunities and provide leadership with the information to make informed technology decisions.

In the end, the agency saves time and has a roadmap for improvement – whether that means better training, stronger vendor accountability, infrastructure upgrades, or a future system replacement

Experts Explain What Every Agency Should Consider Before Moving Public Safety Software to The Cloud

By: Bob Rausch, Director of Technical Operations, National Public Safety Group and Mike Dent, Field CTO, eGroup

As agencies evaluate the next generation of public safety software, one topic consistently comes up: the cloud.

Research shows that cloud adoption across the public sector is steadily increasing, but progress has been slower in public safety where agencies need to balance modernization with reliability, security, and risk. Across agencies we work with, we see a mixed response. Some are moving forward aggressively while others remain hesitant.

At National Public Safety Group (NPSG) the biggest challenge our agencies face is fully understanding all requirements from multiple perspectives before deciding to move to the cloud.

An Industry Shift

From Computer Aided Dispatch (CAD) to Records Management Systems (RMS) and Jail Management Systems (JMS), the shift from on-premises systems to scalable, resilient cloud solutions seems to be accelerating. Most major public safety software vendors now offer either cloud-based or cloud-native solutions.

While those terms are often used interchangeably, they are not the same. Cloud-based (or cloud-hosted) solutions are legacy systems that have been moved off-premises into a hosted environment. They still rely on on-premises architecture, just running in someone else’s data center. Some vendors who are providing cloud-based systems offer managed services, so agencies are not having to update the system anymore, though this does bear additional costs. Cloud-native solutions, on the other hand, are built specifically for the cloud. They leverage modern architecture to deliver resilience, faster global updates, and improved performance. The distinction between cloud-based and cloud-native matters for agencies who need to know not just where their solutions are hosted, but how they are designed.

For public safety, cloud-native systems generally outperform cloud-based counterparts in resilience, speed and frequency of updates, and integration flexibility. But, on-premises systems remain prevalent, especially in CAD environments where ultra-low latency is critical.

For many agencies, the perceived benefits of moving to the cloud include:

Reduced reliance on on-premises infrastructure

Less workload for internal IT resources to maintain hardware and software

More frequent updates that deliver new features, improve stability, and strengthen security

Built-in redundancy and disaster recovery

Enhanced security and monitoring

From a software vendor perspective, cloud environments enable meaningful improvements in both operations and resiliency. While cloud platforms do not always allow vendors to keep every customer on an identical software version due to regulatory, operational, or regional requirements, they do enable vendors to modernize how software is built, deployed, and maintained. By leveraging cloud-native, service-oriented architectures rather than monolithic virtual machines and tightly coupled legacy components, vendors can isolate failures, deploy updates incrementally, scale critical services independently, and recover more quickly from faults. For agencies, this results in platforms that evolve faster, recover more predictably, and are better designed to support continuous availability for mission-critical public safety systems.

While the cloud can simplify certain aspects of technology management, it doesn’t eliminate complexity, it shifts it. And this is where agencies often overlook important factors in their cloud readiness.

What Often Gets Overlooked

One of the biggest misconceptions we see is agencies assuming that moving to the cloud means fewer infrastructure requirements. Cloud-based public safety systems are only as strong as the infrastructure supporting them, including:

Reliable, high-speed internet connectivity

Redundant network paths for failover capabilities

Sufficient bandwidth to support mission-critical operations

Security and compliance alignment

Without the foundational elements in place, agencies may experience performance issues, outages, or unexpected costs that outweigh the perceived benefits. And when it comes to mission-critical systems like CAD, an outage or performance issue could be catastrophic.

Beyond infrastructure, there are other considerations that aren’t always top of mind for agencies, including:

Control and governance: what does it mean to no longer have your critical software systems on premises?

Will you have as much access to your data for reporting and data mining?

Long-term costs: Are infrastructure requirements, subscriptions and connectivity costs fully understood?

For cloud-based, you are not only adding managed services, but the added cloud fees.

Operational readiness: Does staff have the training and processes needed to support a cloud environment?

For our customers moving CAD or other mission-critical systems to the cloud, systems relied upon by first responders, officers, and the public, we strongly recommend private, dedicated connectivity options such as Amazon Direct Connect or Microsoft ExpressRoute, depending on the cloud provider in use. These services provide predictable performance, consistent latency, and higher reliability than VPN-based connections or public internet paths. While site-to-site VPNs and public internet connectivity can be appropriate for non-critical workloads, they are inherently subject to congestion, variable latency, and ISP outages. Dedicated cloud connectivity, combined with redundant ISP paths, significantly improves resiliency and reduces operational risk for life-safety systems.

Most agencies simply don’t know what they don’t know when it comes to cloud preparedness, and skipping an early Cloud Readiness Assessment can lead to costly decisions later.

Make an Informed Decision on Cloud Readiness

The move to the cloud is not one-size-fits-all, and it shouldn’t be driven by trends, vendor pressure, or assumptions.

Some agencies are excellent candidates for cloud deployment, and for others, remaining on premises (at least for certain systems) makes the most operational and financial sense. Before committing to a direction, a proper assessment from experienced professionals can provide a clear understanding of an agency’s infrastructure, operational capabilities, and long-term goals.

To help agencies navigate this process, NPSG has partnered with eGroup Enabling Technologies, a leading provider of IT and cloud solutions. Their team specializes in evaluating infrastructure, identifying gaps, and helping agencies determine whether they are prepared for a move to the cloud.

We asked eGroup to share insights into what agencies should be thinking about before deciding they are ready to move to the cloud.

eGroup: What Cloud Readiness Really Looks Like for Public Safety

Determining whether an agency is ready for CAD, RMS, and other mission-critical systems to operate in the cloud requires more than confirming that a vendor offers a cloud deployment option. True cloud readiness is a combination of infrastructure capability, network resiliency, operational maturity, and organizational alignment.

From eGroup’s experience conducting cloud readiness assessments for public safety agencies, readiness evaluations begin with a holistic review of the agency’s environment. This includes network architecture, connectivity diversity, latency sensitivity, security controls, identity and access management, and operational processes such as monitoring, escalation, and incident response. The objective is not to push agencies toward the cloud, but to determine whether their environment can reliably support systems where availability and performance directly impact public safety operations.

Across these assessments, several infrastructure gaps consistently emerge. Agencies often underestimate the dependency cloud-delivered systems place on network reliability and assume existing internet connectivity is sufficient for real-time, mission-critical workloads. Common gaps include single-provider internet access, limited path diversity, insufficient bandwidth during peak usage periods, and unclear ownership for cloud operations and vendor coordination during incidents.

Redundancy and failover planning is another area where cloud migrations can introduce risk if not properly addressed. Moving CAD or similar systems to the cloud does not eliminate the need for redundancy. It shifts where and how redundancy must be designed. Agencies should evaluate connectivity resiliency as carefully as application architecture, including private, dedicated connections such as Amazon Direct Connect or Microsoft ExpressRoute, redundant ISP paths, and clearly defined failover scenarios.

The most significant risk agencies face is skipping a formal cloud readiness assessment altogether. Without a structured evaluation, agencies may assume cloud deployments inherently provide resiliency, only to encounter performance issues, unexpected costs, operational confusion, or service disruptions after go-live. In public safety environments, these risks directly affect response times, operational effectiveness, and public trust.

A cloud readiness assessment provides clarity, not pressure. It establishes a realistic understanding of current capabilities, identifies gaps that must be addressed, and helps agencies make informed decisions about which systems are appropriate for cloud deployment, when they should move, and what prerequisites must be in place to ensure long-term success.

Cloud readiness is not a single decision or deployment milestone. It is an ongoing discipline that requires deliberate planning, resilient design, and a clear understanding of how technology choices support mission-critical public safety operations.

Kitsap 911 is the Primary Public Safety Answering Point (PSAP) for Kitsap County, Washington, serving a population of approximately 280,000 residents. The agency provides dispatch services for seven law enforcement agencies and six fire/EMS agencies, as well as Kitsap Animal Control, Medical Examiner, and Port Gamble Natural Resources. The consolidated communications center handles more than 300,000 calls annually.

For nearly two decades, Kitsap 911 relied on the same Computer Aided Dispatch (CAD) system, updating it every five years to keep the solution current. As Kitsap 911 approached one of their regular CAD upgrade periods, their member agencies asked for a holistic look at CAD systems available on the market to ensure they were still using the best software to meet their needs. The agency began a thorough evaluation, including a detailed RFP process and software vendor demonstrations.

Ultimately, the evaluation led Kitsap 911 to select their long-time software vendor and upgrade to their next-generation CAD solution. With an extremely thorough selection process behind them, Kitsap 911 leadership sought a partner to provide resources and expertise that would help ensure their project and their long-term relationship with the vendor would remain successful.

Why National Public Safety Group?

Kitsap 911 was introduced to National Public Safety Group (NPSG) through a colleague from a nearby agency. During the initial conversations, the Kitsap 911 leadership team quickly recognized the value of working with a partner whose expertise was focused entirely on public safety software.

“When we first sat down with NPSG for a high-level conversation, we were really impressed with their experience and expertise. Some of the things they told us about contract terms and negotiations was not what we had been thinking about, and it was really eye opening” explained Deputy Director Brandon Wecker.

The way the NPSG team explained their experience negotiating contracts, and the fact that NPSG’s team is made up of former public safety and public safety software professionals, gave Kitsap 911 confidence that they had found the right partner to strengthen their position during the CAD contract negotiation phase.

Strengthening the Procurement Process

NPSG has negotiated hundreds of public safety software contracts, and the team has decades of experience working with most of the major public safety software vendors. That is why during contract negotiations NPSG becomes an agency’s advocate to ensure protections around implementation, annual maintenance, costs, and other terms that may be detrimental to an agency.

Phase III: Procurement

NPSG began with a detailed review of Kitsap 911’s RFP, documentation, and processes by conducting a brief Needs Assessment – an important first step that builds a foundation of every NPSG-guided project. The preparation combined with NPSG’s expertise in working with the selected software vendor allowed negotiations to move quickly and efficiently.

Working closely with Kitsap 911 leadership, NPSG reviewed the vendor’s contract in detail, helping the agency determine where negotiations could deliver improvements and set expectations for where flexibility might be required.

“We had a really productive meeting where we laid out everything Kitsap hoped to include in the contract,” Wecker said. “National Public Safety Group walked us through which items they’ve successfully negotiated elsewhere and which ones might require some flexibility. That gave us a much clearer sense of what we could confidently push for and where compromise would likely be necessary.”

NPSG advocated for Kitsap 911. One of the agency’s biggest concerns was the vendor’s licensing model which created limitations for the communications center in serving multiple agencies. Through negotiations led by NPSG, the vendor ultimately agreed to a licensing structure that worked for Kitsap 911.

NPSG also helped Kitsap 911 revisit the Master Services Agreement that had governed their relationship with the vendor for many years, identifying opportunities to strengthen the long-term protections and improve the overall agreement.

During the contract negotiations, NPSG helped facilitate productive conversations between Kitsap 911 and the long-time vendor they’ve had a positive relationship with. By serving as a knowledgeable intermediary, NPSG allowed agency leaders to have candid internal discussions about priorities while ensuring negotiations with the vendor remained constructive.

“We’ve had a good relationship with our vendor,” explained Wecker. “But this is one of those rocky parts in a relationship where you have to talk finances and rules of engagement. I could openly have frank conversations with NPSG, and then they would take that to our vendor and argue on our behalf if necessary.”

This approach helped both sides navigate the more complex aspects of contract negotiations while preserving their long-standing relationship.

Phase IV: Project Management

During contact negotiations, Kitsap 911 leadership recognized that NPSG delivered immediate and tangible results and had both 9-1-1 agency and software experience that helped to reduce project risk. NPSG helped to guide the Procurement phase with transparency, structure, and expertise. Meanwhile, Kitsap 911 had already realized that managing a CAD implementation internally would require time and resources they didn’t currently have available.

This led Kitsap 911 leaders to sign a contract to extend their partnership with NPSG for Project Management services. Bringing NPSG in for Project Management would allow the agency to maintain focus on their daily responsibilities and core mission while knowing their partner was ensuring their CAD implementation continued to go smoothly.

Strong Terms, Stronger Partnership

“Working with National Public Safety Group has already proven to be a smart investment,” Executive Director Maria Jameson-Owens said. “Their guidance gave us clarity, confidence, and a far stronger negotiating position.”

By the end of the Procurement phase, Kitsap 911 had secured a significantly stronger agreement supporting the agency’s long-term needs. NPSG helped the agency save time, discover areas of improvement, set internal expectations and helped navigate difficult conversations through a transparent and collaborative process.

With procurement complete and implementation underway, Kitsap 911 moves forward with confidence knowing their CAD project is support by experienced guidance and a contract to support their long-term needs.

Spokane Regional Emergency Communications (SREC) serves as the primary public safety answering point for Spokane County, Washington, supporting 20 fire and law enforcement agencies. Consolidated into a regional center in 2019, the agency has simultaneously undertaken several major projects including the buildout of a new 911 facility, a phone system upgrade, and a major Computer Aided Dispatch (CAD) project.

After consolidation, SREC operated on two separate CAD systems – one for law enforcement and one for fire. To streamline operations and better serve the County, the agency needed to unify on a single multi-jurisdictional CAD system.

Having never done a CAD project before and fully understanding the time and investment involved in a major technology project like this, SREC knew they needed outside support.

“I know what my bandwidth is, I know what my expertise is, and it’s not procuring and implementing CAD systems,” said Executive Director Lori Markham. “There are people that exist who specialize in this, and I wanted to make sure we had a partner working for us that would be advocating for us and looking for things we wouldn’t think to look for throughout this process.”

Why National Public Safety Group?

SREC issued an RFQ for a consultant to support their CAD project. After meeting with two firms, National Public Safety Group (NPSG) stood out as the best fit to work with the agency. While the other consultant gave a boilerplate presentation explaining their services, NPSG immediately took time to understand SREC’s unique challenges.

“NPSG wanted to know us first,” said Deputy Director Kim Arredondo. “Before even pulling up their presentation, they had a ton of questions about our organization, our workflows, and what our needs are. It was clear NPSG really wanted to know how they could meet our needs.”

In addition to listening first, NPSG has a team with decades of public safety experience. In fact, 80% of the NPSG team has worked in the public safety software industry.

“It was the expertise, the passion for public safety, and making sure we are going to get our needs met for our specific community that set NPSG apart,” said Markham. “The open communication and dialogue were really refreshing.”

Guidance and Focus During a Complex Project

Every agency, and every public safety software project, is unique. NPSG has supported hundreds of agencies through software procurement and implementation using the proven four-phase NPSG Operating System (NPSG-OS). While the phases of this approach are the same - Needs Assessment, Selection, Procurement, and Project Management – each is tailored specifically to the individual agencies’ operations and needs.

Phases I: Needs Assessment

NPSG started by conducting a thorough Needs Assessment with SREC. This is always a critical first step in understanding an agency’s processes and requirements and builds a solid foundation for the rest of the project.

“NPSG spent time with our dispatch and call receiving staff, actually observing, asking questions and taking notes,” explained Markham.

Leveraging their CAD experience, the NPSG team also helped SREC explore capabilities to fill gaps that they didn’t even realize were possible.

“I don’t know what’s missing, I don’t know what’s out there,” said Markham. “Having expertise from people that have worked in the industry for a long time was valuable. They know tricks of the trade and what’s available that we weren’t aware of.”

Phase II: Selection

NPSG supported SREC in building a remarkably thorough RFP. NPSG brought clarity and structure and ensured the agency stayed focused during the long RFP and software demonstration process. Vendor demonstrations can be exhausting, and fatigue often sets in, NPSG helped to keep the process aligned and consistent for SREC.

“They know the ins and outs of each CAD product,” said Arredondo. “When companies would say ‘We can meet your need,’ NPSG would tell us, ‘They can, but this is what it would look like.”

This guidance helped SREC better evaluate all vendors using the same criteria and make an informed decision.

Phase III: Procurement

Contract negotiations can be challenging for agencies, and this is where SREC appreciated NPSG’s experience, advocacy, and attention to detail.

“I’m a dispatcher at heart,” explained Arredondo. “I don’t want to sit and read all that fine print, and I don’t want to decipher what it means. There are so many hidden pieces in contracts. It was awesome to see the NPSG team pull those out, like it was second nature.”

NPSG advocated for SREC and handled the back-and-forth negotiations during the contract phase removing the burden from the agency and ensuring their investment was protected. With multiple major technology projects in progress simultaneously, having NPSG manage this level of detail was essential.

Phase IV: Project Management

CAD implementation began in 2025 and NPSG is providing steady leadership and responsiveness. The advocacy for SREC continues as NPSG works with the vendor to ensure the agency’s needs are met.

A Partnership Built on Trust

As SREC continues through its CAD implementation, agency leaders agree—the partnership with NPSG has been invaluable.

“At no point in this journey have I regretted bringing NPSG on,” said Markham. “They have been nothing but supportive, nothing but helpful. Even if we’re not as engaged as we need to be – we have 100% confidence that they’re doing what needs to be done in the background to make sure that we’re successful in meeting timelines.”

For the agency juggling so much at one time, NPSG’s support has provided confidence, clarity, and capacity.

“We found an awesome match with National Public Safety Group,” said Arredondo.

How Agencies Go From Live and Limping to Solid and Stable

By Cheryl McIntyre, Vice President of Operations, NPSG

Implementing a new public safety software system is one of the most significant and disruptive projects an agency will ever undertake. From the initial planning stages to go-live, the process can take years and in the end, it fundamentally transforms how an agency operates. Done well, it increases efficiency, enhances communication, and improves the ability to serve and protect the community.

Unfortunately, many agencies and consortiums find themselves struggling partway through. Over the past six years, National Public Safety Group (NPSG) has seen countless projects go “live and limping” or, in the worst cases, abandoned altogether after years of work, forcing agencies back into the market for a new vendor.

There are several reasons why CAD, RMS, JMS and/or Mobile software projects often encounter major roadblocks post go live: incomplete interfaces, data conversion failures, unresolved support tickets, missing deliverables, software failures, software stability, and latency issues. Any one of these can delay go live, compromise system performance post go live, or even jeopardize safety.

How NPSG Gets Projects Back on Track

Our proven approach begins with a comprehensive, independent Needs Assessment. We document and prioritize all outstanding issues, determining whether they stem from internal processes or software configuration issues. Go Lives are chaotic, and agencies often develop inefficient workarounds as they are trying to navigate a new system, which we address through a Business Process Review to streamline workflows.

Next, we conduct a detailed review of the vendor contract and project scope to confirm that all purchased deliverables are accounted for. When gaps exist, NPSG steps in to escalate issues and strengthen communication between the agency and vendor.

Our experienced Project Managers then take the lead on timeline management, vendor coordination, and stakeholder communication — relieving agencies of that burden and leveraging our deep expertise in public safety technology and project recovery to bring implementations back on track.

Protecting Your Investment

NPSG can engage at any stage of a project. Our priority is always to make the existing solution successful — maximizing the time, money, and resources an agency has already invested.

However, in rare cases where continuing with the current vendor is no longer viable, we shift focus toward getting the agency operational as quickly as possible. We also provide detailed documentation and justification needed to support a return to the RFP process with clarity and confidence.
