With three decades of distinguished service at the San José Police Department, Judi Torrico led transformative advancements in public safety technology through strategic vision, executive leadership, and a steadfast commitment to operational excellence. As the Department’s highest-ranking civilian and a member of the Executive Team—including the Chief of Police, Assistant Chief, and Deputy Chiefs—Judi played a central role in shaping one of the nation’s most innovative and technology-forward law enforcement agencies.

Beginning in 2016, Judi served as Deputy Director of the Bureau of Technical Services, where she managed an $18 million technology portfolio spanning mission-critical systems such as Computer-Aided Dispatch (CAD), Records Management Systems (RMS), mobile data computing, digital evidence management, cybersecurity infrastructure, and the Santa Clara County P25 regional interoperable radio system. Under her leadership, the Department aligned complex technology projects with its public safety mission, delivering enhanced officer safety, data integrity, and operational readiness.

Judi was a driving force in evaluating cutting-edge artificial intelligence tools aimed at improving dispatch operations and streamlining report writing. Though no tools were integrated during her tenure, she provided strategic assessments and positioned the Department for future success by identifying viable, mission-aligned solutions.

She also played a critical advisory role in the development of the Department’s Real-Time Crime Center, evaluating technologies such as ALPRs, Axon FUSUS CCTV systems, Drones, and analytics platforms. Her insights guided the selection and operational planning of tools that advanced situational awareness and investigative capabilities.

Throughout her career, Judi led and mentored high-performing teams of more than 50 staff across the Systems Development Division, Crime Analysis Unit, Body-Worn Camera Unit, and Interoperability Operations. She emphasized professional development, succession planning, and interagency collaboration, helping to cultivate a resilient and innovative public safety workforce.

Her prior role as Division Manager of the Systems Development Division (SJPD IT Division) included oversight of technology strategy and implementation across 21 departmental locations, supporting 1,200+ sworn officers, and 650 civilian staff. She spearheaded modernizations of CAD, NICE audio logging, and 9-1-1 call handling infrastructure, and led multimillion-dollar procurements, vendor negotiations, and system rollouts.

Judi began her career in public safety communications, progressing through dispatch roles to SWAT tactical dispatch roles, front line supervisor to serving as Acting Communications Manager. This foundational experience informed her leadership philosophy, blending operational insight with technical strategy.

A certified Project Management Professional (PMP) and graduate of the Santa Clara County Leadership Academy, Judi also holds a Bachelor of Arts in Social and Criminal Justice with a focus on transparency in law enforcement. She is the recipient of multiple departmental awards and is widely recognized for her collaborative leadership, strategic execution, and unwavering commitment to public safety.

Now with the National Public Safety Group as a Selection Consultant, Judi guides public safety agencies through the RFP and system selection process. Drawing on her decades of operational and executive experience, she empowers clients to make informed, mission-driven decisions on complex technology procurements that will serve their communities for years to come.
